Online Casino Licenses: What Each Tier Enforces and How to Check Any of Them
By Mara Ellison · Published May 27, 2026
Online casino licenses are the least glamorous thing on this site and the most important. They decide whether your balance survives an operator's bankruptcy, whether the games are audited by anyone, and whether a payout dispute ends at customer service or at a regulator with teeth. Everything else is decoration.
Online casino licenses come in tiers, and the tiers are not close. Knowing three or four regulators by name — and how to pull their registers — converts you from someone who trusts footers into someone who checks them. The checking takes thirty seconds. This page is the map.
Online Casino Licenses, Tier by Tier
Top tier: the UK Gambling Commission, US state boards (NJ DGE, PA PGCB, MI MGCB and peers) and Ontario's AGCO with iGaming Ontario. These enforce fund segregation, certified RNGs, responsible-play tooling, advertising standards and formal dispute routes — and they publish enforcement actions with fines attached.
Middle tier: Kahnawake and the stronger European offshore regimes (Malta, Gibraltar, Isle of Man) — real supervision, real processes, less local enforceability for US/UK/CA players. Bottom tier: Curacao-style licensing, historically closer to registration than regulation. Our scoring prices these tiers explicitly; the methodology page shows the weights.
The Thirty-Second Check
Checking online casino licenses runs footer → licence claim → regulator's register → match. The UKGC register searches by operator name and lists every licensed activity. iGaming Ontario publishes its executed-agreement operator list. State boards roster their licensees. Kahnawake maintains a public register. A claim that can't be matched is a claim that's false — no further analysis required.
While you're in the footer, note the corporate entity: licences attach to companies, not brand names, and a mismatch between the site's brand and its stated licensee is worth resolving before depositing. Every review here (see the reviews index) quotes the exact licence record we verified, so you can re-run the check yourself.
Where Licences Don't Apply
US sweepstakes platforms hold no gambling licence because their model lawfully isn't gambling — verification there targets structure instead: published sweepstakes rules, genuine free-entry routes, state exclusions honored. The sweeps legality guide covers it, and the safety guide assembles this page's checks into the full pre-deposit stack.
